License AgreementsServer software issues and survey infoUW-Madison will not participate in the UW-System site license renewal for Microsoft products after the current contract expires. As we exit the contract there are several issues to be addressed. Our goal is to make the exit process as simple as possible, as well as to protect our perpetual license rights by making sure the campus is in compliance with the contract exit terms. 2,000 BackOffice Server (BOS) licenses were included as part of the soon-to-expire UW System Campus Agreement. Those licenses were allocated to each institution based on FTE. Madison's allocation was slightly over 400 BOS licenses. Microsoft has since discontinued BOS. At contract expiration, our BOS licenses remain as perpetual licenses, however, they must be enrolled in software assurance (SA) in order to keep current on servers. In addition, the client access licenses (CALs) are now version specific and must be considered as part of the server equation. As we transition to a Select Contract, we have a one-time opportunity to put these component servers under SA. Purchasing SA would enable us to upgrade these servers to any new version released for the next three years. (Note that once any of the component servers of a BOS installation are put under SA, you lose the right to use any other component not put under SA.) At the recent Campus Technical Issues Group (CTIG) meeting with the Chancellor, the issue of funding campus-wide SA for Microsoft Servers and CALs was raised. As a result, the campus is considering central funding for SA for the next three years for Servers and CALs for both faculty/staff and students. Please note that even if UW-Madison had decided to participate in the UW-System license renewal that the new license does not count servers. Thus we would still be going through this same process. Issues we must address before we can proceed:We do not know how many Servers are in use on campus. We need to determine what's in use on this campus so that we may allocate the UW-Madison's BOS Licenses. This information may possibly reduce the number of new license and SA purchases needed at the beginning of the new contract. If we simply counted all server licenses acquired as part of our allocation of the 400 BOS licenses, and we actually have more than 400 in use, we could not determine which were licensed and which were not. If the number of servers in use exceeds our allocation, then we will need to true-up our licenses by purchasing new licenses plus SA for every copy that we are over. If we can obtain an accurate count of our Servers on campus, we can lobby UW-System to allocate us the rights to additional BOS licenses should other campuses not be utilizing their full allotment. Since Microsoft has moved to a new licensing model, we must also know the type and how many CALs we will require as we exit the contract. SurveyWe need to learn exactly how many Servers and CALs the campus needs to determine the costs associated with SA for those licenses. For these reasons, and also to comply with the exit terms of the contract, we need an accurate count. DoIT is charged with determining and reporting the number of Servers (BOS and other) and CALs in use on our campus. We have prepared three surveys to help us with these issues, located at www.wisc.edu/wisc/mssurveyhome.html Some of you have responded to the survey already, but we do not have enough data yet to extrapolate the campus's licensing needs. If you have not yet completed these surveys, please do so. Please be accurate when you are reporting your information. If the count is inflated, the campus will be that much less likely to centrally fund SA. If the count is too low, then there may be the impression that central funding is not needed. By filling out these surveys, your department's Servers and CALs will be counted in the campus's totals and will be eligible for central funding, should it occur. If you do not fill out this survey, your department's servers and CALs will NOT be counted in the campus totals. Should the campus decide to centrally fund SA for these products, your department's licenses will not be covered, and your department will be responsible for ensuring their compliance with Microsoft's licensing policies.
