CASI By-laws

Purpose: The Committee on Academic Staff Issues (CASI) shall advise the director (chief information
officer, or CIO) on the formulation and review of and be represented in the
development of all policies and procedures concerning academic staff
members of the division, including personnel matters.
- Responsibilities of the CASI include, but are not limited
to:
A. Formulating and reviewing division policies and procedures concerning
academic staff members
B. Representing academic staff members in the development of all division
policies and procedures concerning academic staff members
C. Providing advice to the CIO on division program decisions likely
to affect promotional opportunities or lead to non-renewal or layoff
of academic staff members
D. Developing opportunities for participation of academic staff members
in department and unit governance
E. Developing opportunities for recognition of academic staff member
contributions to the excellence of the division
F. Communicating to the division and other appropriate entities.
- Membership
A. Size - The CASI shall consist of a minimum of six (6) voting members up to a
maximum of ten (10) voting members. The CIO/COO of the Division must
appoint two (2) members. Up to eight (8) of the members shall be
recruited from the academic staff of the division at large. (Elections
will be held if there *are* more interested academic staff than CASI
positions available.)
B. One Associate Director and the Director of Human Resources shall be ex officio members of the committee.
- Terms of Office
A. Membership terms shall be two (2) years for each elected and appointed position, with the exception of initial terms, which shall be staggered.
B. No member, elected or appointed, may serve more than two (2) consecutive terms of two (2) years. However, after
rotating off the committee for at least one (1) year, an individual
may be re-elected or appointed for additional terms. An individual
joining the committee by a term of less than two (2) years may seek
re-election and serve two full terms.
C. Terms are on a fiscal year basis beginning on July 1 and ending on June 30. Replacements for mid-term vacancies
of those seats elected will be determined by the voting CASI members.
Replacements for mid-term vacancies for those seats that were
appointed by the CIO will be designated by the CIO's Office.
- Election Processes
A. The process of selection shall foster representation of all academic
staff within DoIT. Elections shall be held annually in the spring
semester for terms that will expire that year. Nominations are solicited
throughout the division. Individuals may self-nominate or be nominated
by others. Individuals being nominated by someone else must agree
to the nomination.
B. The CASI will administer the nomination process.
Balloting will be done by campus mail.
C. When the number of nominees is equal to or less than the number of open seats, the person(s) is elected to serve on CASI if a majority of the existing CASI approves.
D. The chair will be elected annually at the first meeting by the CASI voting members.
- Procedures
A. Meetings: One meeting per month will be scheduled through the
fiscal year. The Chair shall schedule a meeting of the CASI within
a reasonable time if requested to do so by at least a quorum of
committee members.
B. Agendas: The preparation of the meeting agenda
will be the responsibility of the Chair or the designee. Members
of CASI may submit items for the agenda anytime up to 48 hours
before the scheduled meeting.
C. Minutes: Minutes will be prepared for each meeting of the whole.
Minutes are not required for meetings of the sub-committees. The
responsibility for keeping the minutes will be decided at the
first meeting of each fiscal year. Minutes will be posted on the
DoIT intranet.
D. Quorum Voting: A quorum is considered to
be a simple majority of the voting members. A vote may not be
taken without a quorum present.
- Annual Reports
A. The annual report will be compiled before the new members join
the committee. It will be available on the Web page for viewing
by interested parties.
- Structure Review
A. At intervals, which shall not exceed five years, the elected
academic staff members shall review the Committee's structure and
functions to assess its effectiveness as a voice for academic staff
and its compliance with Academic Staff Policies and Procedures.
The self-study report shall be submitted to the Director and to
the academic staff of DoIT.
- Records of the Committee
A. The committee's record will reside with the DoIT Human Resources
Office.
- Subcommittees
A. The CASI will employ ad hoc subcommittees to address specific
issues of interest to the academic staff of DoIT.
B. A member of the CASI shall chair the subcommittee.
Membership in a subcommittee may include academic staff who
are not part of the current CASI.
- Bylaws Revisions
A. Any revision or amendment to the by-laws will require a simple
majority of the voting members of CASI.
