Service eligibility for employees

RULE#1: They ARE eligible for services...
  1. If today's date is between May 15th and October 1st of the current year AND
  2. The salary basis is "Academic Year" (or 'C') AND
  3. The appointment type is *not* a STUDENT TYPE (*not* 'SH' or 'SA')
RULE#2: They ARE eligible for services...
  1. If they are *not* a Limited Term Employee (appointment type is anything besides 'CL') AND
  2. They are employed by Madison (the first character of their UDDS is 'A') AND
  3. The effective date of the appointment is before today or up to 90 days from now AND
  4. The expiration date of the appointment is after today or blank AND
  5. The appointment type is *not* a STUDENT EMPLOYEE TYPE (*not* 'SH' or 'SA') AND
  6. The service status is either '3' (not sure what that means) or blank AND
  7. The salary basis is *not* "Lump Sum" (or 'L')
RULE#3: They ARE eligible for services...
  1. If they are *not* a Limited Term Employee AND
  2. They are *not* employed by Madison (the first character of their UDDS is *not* 'A') AND
  3. The effective date of the appointment is before today or up to 90 days from now AND
  4. The expiration date of the appointment is after today or blank AND
  5. The appointment type is *not* a STUDENT TYPE AND
  6. They are employed in Dane County (county of employment = '13') AND
  7. The service status is either '3' or nothing AND
  8. The salary basis is *not* "Lump Sum"
RULE#4: They ARE eligible for services...
  1. If they are a Limited Term Employee AND
  2. They are employed by Madison AND
  3. They have been paid within 45 days of today OR their effective date is within 45 days (in the past) of today AND
  4. The expiration date of the appointment is after today or blank AND
  5. The salary basis is *not* "Lump Sum" AND
  6. The service status is either '3' or blank
RULE#5: They ARE eligible for services...
  1. If they *are* a Limited Term Employee AND
  2. They are *not* employed by Madison AND
  3. Their effective date is within 45 days of today OR they've been paid within 45 (in the past) days of today AND
  4. The expiration date of the appointment is after today or blank AND
  5. They are employed in Dane County AND
  6. The salary basis is *not* "Lump Sum" AND
  7. The service status is either '3' or blank
